Georgia Access For Business (GAFB) has created a simple tool for employers and agents who have heard about ICHRAs and are interested in exploring whether this type of coverage model might be a good fit for your organization / client. The decision support tool allows multiple ways to assess fit, and users can explore each or all pathways.

Option 1: Find the coverage model that best aligns with your goals
This path is designed to be brief.
The user is asked to review a set of statements and pick the 3 – 7 statements that best align with their priorities when picking a model for employee health coverage. These statements are grouped by categories (such as “Cost,” “Choice,” “Fairness,” etc.) that might help quickly narrow in on the priorities most important to you.
After the set of priorities have been confirmed, the user moves to a new screen and ranks their chosen statements to designate the top 5 priorities. The system will “score” what the user has selected and ranked and share the coverage model that best fits the user’s priorities.
Users cannot ‘save’ the results within the system, but they can print a PDF version and save it themselves if they want to have it for future reference and/or wish to explore the results if they tweak their selections and priorities.
Option 2: Compare high-level costs across coverage models
The second path allows users to generate a high-level cost comparison between ICHRA, SHOP, and Commercial Group coverage.
To do this, the user will need to enter high-level information about the company, and information about a Commercial Group quote the group is considering (needed because the system cannot accurately provide a group quote).
The user will then download and fill out an Excel census template (instructions will be on-screen and in the downloaded file) with employee and target coverage information. The census template will include all data elements that will ultimately be needed for a more detailed ICHRA “Cost Savings Analysis” (or CSA), but for the purposes of the high-level cost comparison, only a limited number of fields have been marked as required. The file format includes additional information both to inform the user of other important data elements for later and to save the user time by keeping the file format the same for reuse.
After the form has been completed and re-uploaded, the system will present estimated costs for Employer Group, SHOP (for eligible groups), and ICHRA coverage. The costs will be presented in monthly and annual terms, and fees associated with the ICHRA that the employer would have to pay are detailed explicitly for transparency.
Account features and next steps
Users will be given the option to create an account to save their work and results from multiple high-level cost comparisons. This functionality may be more useful for agents who wish to run comparisons for several of their clients than it is for employers. To create an account as a first step, click the link below.
All users will also be able to initiate a detailed ICHRA Cost Savings Analysis (CSA) from these pages. To do this, the user will need to create an account and provide contact information so that GAFB can contact the user with the results. The CSA process will involve downloading the and completing the Census template (the same format as that used for the high-level cost comparison, but more of the fields will be required). The information that is uploaded (after completion) will be routed to the GAFB Client Relations Team, who will build an ICHRA profile and perform the detailed cost analysis. The Client Relations Team will contact the user when the first CSA is complete. The user will have the chance to discuss the results with the Client Relations Team and possibly request alternate versions with modifications.
